Lim in Calamba City.The ceremony was presided over by Maj. Gen. Wilson Joseph Lopez, Deputy Chief PNP for Operations, and was attended by senior PNP officials, stakeholders, and members of the PRO-4A Command Group.Baccay expressed his heartfelt gratitude to the PNP chief for the trust and confidence bestowed upon him to lead Police Regional Office 4A.He also acknowledged the outstanding leadership of Marantan, who laid a strong foundation in enhancing the region's operational capability, improving personnel welfare, and strengthening public trust in the organization.Baccay said that his assignment to PRO-4A is not only a new responsibility but also a homecoming to a regional office that played a significant role in his professional growth as a PNP officer.He emphasized that he returns with renewed energy and determination to lead PRO-4A with integrity, professionalism, and accountability.According to him, a disciplined, competent, and highly motivated police force is the cornerstone of effective and quality policing.As a guide to his leadership, he introduced his advocacy, "PRO 4A B.E.S.T." which stands for Be Visible, Engage Immediately, Serve Together, and Transform Trust.He explained that this initiative will serve as the guiding direction for the entire region in strengthening police visibility, ensuring prompt response to the needs of the public, fostering stronger collaboration within the organization and with communities, and most importantly, continuously building public trust and confidence in the police organization.His initiative is also aimed at reinforcing partnerships with local government units, government agencies, the private sector, and other stakeholders as vital partners in maintaining peace and order throughout Calabarzon.The assumption of office of Baccay marks a new chapter in the region's leadership, focused on sustaining existing programs, intensifying the campaign against criminality, and delivering police services that are swift, honest, and responsive to the needs of the people.
