Government to Introduce New System to Improve Management of Government-Owned Vehicles

Kenya, 6 August 2026 - The government has revealed plans to engineer a new automated system in a broader effort to improve oversight and management of all state-owned vehicles. In a statement on Saturday, the head of Public Service, Felix Koskei, revealed that the Government Management System (GVMS) will provide real-time oversight of every Government vehicle, its authorised driver, fuel consumption, mileage and maintenance history. The development was revealed after Koskei held a consultative meeting with representatives of the Executive, Parliament, Judiciary and security agencies to review the operational protocols governing Government vehicles. “We discussed how to enforce the relevant policies in a manner that responds to changing transport needs, advances in technology and growing accountability requirements,” Koskei stated. “The process brings together institutions across Government to build shared ownership, ensure alignment and support seamless implementation,” he added. During the meeting, the officials also reviewed the progress of the upcoming database of the entire fleet of government vehicles, which will involve all ministries, departments, agencies and counties being verified to create a unified record. Under the database, every government vehicle shall be equipped with a special tracking system to guarantee security. The initiatives are set to curb the misuse of government vehicle registration plates, gaps in fuel and mileage records, and failure to account for donor-funded vehicles after the closure of projects, factors that have continuously undermined public service. Koskei has, however, stressed the need for public officers entrusted with the vehicles to exercise responsibility and ensure that the assets serve public interest. “The Government will continue to use technology to automate monitoring, support compliance, detect misuse and improve accountability for public assets. Alongside GVMS, work is ongoing to finalise the National Transport Policy and coordinate with the National Treasury on the registration and accountability of project vehicles,” Koskei stated.
