It is disturbing that the PM CARES Fund has reportedly not made public its audited financial statements for the past three financial years, even as activists continue to raise concerns about its transparency. More surprising is that the fund has been kept outside the ambit of the RTI Act, parliamentary scrutiny, and audit by the Controller and Auditor General (CAG). Anything associated with the Prime Minister, except matters affecting national security, should ordinarily be open to public scrutiny. When the government closely scrutinises non-governmental organisations and other charitable organisations receiving foreign contributions, and even cancels their licences for accounting irregularities, should not this fund also be subject to similar standards of accountability?
