The global body tasked with regulating deep-sea mining ended its July 2026 Kingston session this week with no Mining Code adopted, no commercial mining approved, and its own Legal and Technical Commission citing a critical absence: the baseline environmental science needed to set safe extraction thresholds does not yet exist. That gap is precisely why NOAA's research vessel Okeanos Explorer is currently in the South Pacific, deploying robotic vehicles into the Cook Islands' least-explored deep-ocean terrain - and streaming every dive live, free, to anyone with an internet connection.
